St. Charles Parish residents will get their first look into the future shape of the parish during a series of five town hall meetings.

The meetings, to be held Nov. 8-10, are the next step in drafting the parish's master plan, designed to guide parish land-use decisions based on residents' visions for what the parish should be in 2030.

Residents who attend the workshops will be able to look at proposed land-use plans for areas of the parish, which include proposed new designations for business parks, civic and town centers and varying levels of residential density.

"The map is not zoning, but it will help guide our decisions about zoning as they come up," parish planning director Kim Marousek said.

The parish's current plan was drafted in 1990. Marousek said the Parish President V.J. St. Pierre Jr.'s administration hopes to put the final proposal before the Parish Council for approval in early 2011.

The work was begun last year by the Wallace, Roberts & Todd consulting firm. The plan has since been expanded to include a comprehensive recreation study that will attempt to predict where parks might be needed.

Public feedback came from a series of workshops held throughout the parish starting in 2009 and from a steering committee consisting of residents and property owners.

The map that is under consideration places a "Regional Activity" center designation at the intersection of U.S. 90, Interstate 310 and Louisiana 3127. The plan assumes that Sugarland Parkway in Luling will be extended to 3127.

In public meetings earlier this year, many residents said they wanted more commercial development.

But according to the study, if current trends continue, the parish's population by 2030 is expected to rise between 5,000 and 10,000 residents, who will need between 1,600 and 3,600 homes -- not enough to spur major retail development.
