New map will guide Valley Springs growth - Record

SAN ANDREAS - Valley Springs got a new map Tuesday to guide its fate as county officials craft a General Plan, and it isn't the map that was crafted with $250,000 in California Department of Transportation money.

The Calaveras County Board of Supervisors voted 4-1 with board Chairwoman Merita Callaway opposed, to adopt instead a map hammered out since May 4 by Supervisor Gary Tofanelli and an impromptu committee he organized.

That vote also relegates the earlier Valley Springs plan crafted during a year of often-stormy public meetings to secondary status as an alternative that will get a lower level of analysis.

That earlier plan sought to promote "rural smart growth," a concept pushed by Caltrans that is intended to compact growth in town centers, reduce sprawl and preserve open space. Caltrans backs the idea as a way to make communities walkable and reduce the need for more roads and cars.

But Tofanelli and other critics of the plan said that because of the Caltrans agenda, the process was never neutral and failed to heed the concerns of many Valley Springs property owners about what such a plan would do to their land values.

Tofanelli said he initially supported the community planning effort but became concerned when one of the groups involved ran an advertisement promoting rural smart growth.

"I felt used," Tofanelli said.

The rural smart growth plan called for areas immediately south of the intersection of Highways 12 and 26 to become a regional community center - or downtown - surrounded by commercial and residential areas.

The new plan instead designates much of that area as industrial - just as it was in the previous Valley Springs Community Plan, adopted in 1974. The new plan also differs in that it designates hundreds of acres to the east and west of downtown for "mixed commercial and residential" development.

Under the rural smart growth plan, those areas were designated for agriculture.

Another difference is the level of input from large property owners.

"No changes were made without the landowner's agreement," said Michael Weitrick, a Valley Springs resident who was part of Tofanelli's committee.

Representatives of MyValley Springs.com, the group that obtained the Caltrans grant, and others involved in the community meetings for which it paid said they felt betrayed.

"We have been thrown under the bus," said Marti Crane of Valley Springs, who said she was involved in working on the community plan since "the beginning."
